(The Center Square) – Democrats picked up a Virginia congressional seat Tuesday as former U.S. Rep. Elaine Luria defeated Republican incumbent Jen Kiggans, while two other closely watched races remained unresolved early Wednesday.
The Associated Press called nine of Virginia’s 11 House races, with Democrats winning seven seats and Republicans winning two. The 1st and 5th districts remained uncalled by AP. Democrats entered the election holding six seats and Republicans held five.
The 1st, 2nd and 5th districts drew national attention as Democrats sought to flip Republican-held seats.
1st Congressional District
Democrat Shannon Taylor led Republican U.S. Rep. Rob Wittman by 5,093 votes, with 50.5% to his 49.3%, according to Virginia Department of Elections results available early Wednesday. AP had not called the race.
Decision Desk HQ projected Taylor as the winner. Taylor, Henrico County’s commonwealth’s attorney, also declared victory.
“Tonight, we sent a message: people are sick and tired of the corruption in Washington, and it must end,” Taylor wrote on X Tuesday night.
Wittman has represented the district since 2007. It includes Richmond suburbs, the Middle Peninsula and Northern Neck.
2nd Congressional District
Luria defeated Kiggans, according to AP, reclaiming the seat she lost in 2022.
“The status quo in Washington is not working and voters have shown that Hampton Roads is ready for change,” Luria said Tuesday night.
Both candidates are Navy veterans. Luria represented the district from 2019 to 2023. Independents Matt Baker and Bishop Staten also ran.
5th Congressional District
Republican U.S. Rep. John McGuire led Democrat Tom Perriello by 8,639 votes, with 50.3% to Perriello’s 47.9%, according to Virginia Department of Elections results available early Wednesday. Independent Cooke Harvey had 1.6%. AP had not called the race.
McGuire was first elected in 2024. Perriello represented the district from 2009 to 2011. It includes Charlottesville, Lynchburg, Danville and much of central and Southside Virginia.
Other districts
In the other eight districts, AP called the races for incumbents.
Democratic U.S. Reps. Bobby Scott, Jennifer McClellan, Eugene Vindman, Don Beyer, Suhas Subramanyam and James Walkinshaw won reelection in the 3rd, 4th, 7th, 8th, 10th and 11th districts, respectively.
Republican U.S. Reps. Ben Cline and Morgan Griffith won reelection in the 6th and 9th districts.
The outstanding races will determine the final size of Democrats’ majority in Virginia’s House delegation.
